John Gelder has acquired over 25 years of in-depth management consulting experience in the public, private and not-for-profit sectors. As a founding principal of Gelder, Gingras & Associates, John specializes in strategic business planning and research, client and stakeholder engagement, policy and program evaluation, performance measurement and improvement and organizational change. Throughout his career, John has consulted extensively with federal departments and agencies, industry associations, and private sector businesses.
John holds a B.A. (Honours) in Economics and Political Science from the University of Toronto, and a Master of Business Administration (M.B.A.) degree from the University of Ottawa. He is also a Certified Management Consultant, Fellow (F-CMC), a Certified Quality Improvement Associate (CQIA) and a Certified Professional Facilitator (CPF). An advocate of continuous learning and professional standards, John has been heavily involved in member certification for the Institute of Certified Management Consultants of Ontario (ICMCO) and has twice been awarded the Institute’s prestigious President’s Award for his contribution to the management consulting profession.
As a founding principal of Gelder, Gingras & Associates and now retired, Bernard Gingras provided training and consulting services to private, public sector and not-for-profit clients for over 30 years, building on his expertise in service excellence, service standards, service quality management, project management, and performance measurement and improvement. An experienced and effective workshop facilitator, Bernard was also a professional trainer and university lecturer with a distinguished record of success and outstanding evaluations.
Bernard holds a B.A. (Spanish) and a M.B.A. from the University of Ottawa, as well as a Master of Project Management (M.Sc.) from the Université du Québec. When he retired, he was also a Certified Project Management Professional (PMP), a registered PRINCE2 Practitioner and a Certified Quality Improvement Associate (CQIA) with ASQ.
Xenos Khan is a senior consultant with Gelder, Gingras & Associates, with over 18 years of experience in helping public, private and not-for-profit sector clients solve complex problems in both the business and IT field. He has extensive experience working on diverse and complex projects in the fields of enterprise architecture, business intelligence, business transformation, and strategic planning.
Xenos holds a Master of Business Administration (MBA) degree in Management Information Systems from Laval University as well as a Specialized Graduate Diploma (D.E.S.S.) in Management from Hautes Études Commerciales (HEC) Montréal. He has developed and delivered several courses on enterprise architecture and business strategy and transformation at Laval University in Quebec City. Xenos is an active member of the Association of Enterprise Architects (AEA) and the Open Group.
Olivier Choinière has 15 years of management consulting experience acquired within public, private and not-for-profit organizations. As a management consultant with Gelder, Gingras & Associates, Olivier offers special expertise and relevant experience in a variety of different disciplines including performance measurement, program evaluation, change management, and business transformation. He is also a course lecturer at the École nationale d’administration publique (ÉNAP – Université du Québec) for the Master of Public Administration (MPA) Program.
Olivier holds a Master of Public Administration (MPA) degree from ÉNAP, and is currently a Ph.D. Candidate in Public Administration at the University of Ottawa. He is also a member of the Ordre des administrateurs agrées du Québec (ADMA).
Eva Maxwell is a management consultant with Gelder, Gingras & Associates. She has particular knowledge of public sector organisations. Eva has experience conducting qualitative and quantitative research, with an emphasis on providing useful and detailed analysis. She has unique training and professional experience in program evaluation, project management, change management, facilitation, and research.
Ms. Maxwell holds an Honours Bachelors of Social Sciences (B.Soc.Sc.) with a double major in Public Administration and Criminology and a Master’s (M.A.) in Public Administration from the University of Ottawa. Ms. Maxwell is a Credentialed Evaluator (CE) with the Canadian Evaluation Society. She is also a member of the Certified Management Consultants (CMC) and is working towards her CMC certification. She is highly motivated and dedicated to conducting pertinent and extensive research, both academically and professionally. She has also acquired extensive experience coordinating projects of all scales. Ms. Maxwell is perfectly bilingual (English and French) and speaks several other languages, including Romanian, Spanish, and some German.
With more than 15 years of experience, Talel has worked in both public and private organizations as well as in various other sectors, including in banking, insurance, services, health, and automotive. His career has given him a highly strategic vision of organizational transformation, particularly in the context of mergers and acquisitions, technological implementations and business process optimization exercises, as well as the strong ability to quickly familiarize himself with new business contexts.
Talel holds a Master’s degree in Banking and Financial Markets and a Bachelor’s degree in Business Administration with an option in Finance.
Pierre Martineau has accumulated over thirty years of experience as a manager and professional in the Canadian public administration, and as an international consultant in public management. Pierre has taught subjects such as project management, program evaluation and results-based management at the undergraduate and graduate levels in the Université du Québec network, at the University of Ottawa, and at the Karol Adamiecki University of Economics (Poland). He also has provided professional training in Canada and abroad, including the Middle-East, several African countries and Haiti, on a variety of subjects, including strategic planning; performance measurement, monitoring, evaluation and reporting; as well as risk management.
Pierre has an MBA from the University of Ottawa, a Certificate in internal business strategies from ESC Reims in France, and a Masters in Project Management from the Université du Québec. More recently, Pierre has completed an Executive Certificate in Organisational Development. A former professional accountant (CGA-CPA) and CMC, he was also a member of the Project Management Institute (PMI) and of the Institute of Internal Auditors (IIA). Pierre now specialises in public service and public finance management modernisation initiatives in developing countries.
Bernard Fiset is a talented manager with superior experience in project management, enterprise architecture, and organisational transformation. He has over twenty years’ experience as a leader, as a consultant, and as a supervisor of complex and varied projects.
Bernard is a senior engineer and an experienced project manager, who worked in Fortune 500 companies, as well as with various public sector clients. He graduated in engineering from Université de Sherbrooke, received a post-graduate degree in project management from the Université de Montréal, completed a network engineering program from Toronto University. He holds Project Management Professional (PMP) and LEAN Six Sigma Black Belt certifications. He is a specialist in enterprise transformation and process optimisation. As a facilitator, Bernard is recognized for his expertise in channelling a group’s resources towards an ultimate objective.
